"Let's consider, for example, the Mighty Endowed," Lex said.

 

Norman choked on his drink.  "I'm sorry, the what?" he said, chuckling.

 

Lex called up an image of a catwoman with impossibly huge breasts.  "She had precisely one adventure, 'fighting' the young heroes Impulse, Superboy, and the third Robin.  She attempted to escape her DEO prison cell, later, but was unable to."  

 

Norman stared.  "Christ what tits... How does she even stand up?" 

 

"Precisely," Lex said, smirking.

 

"You mean she..." Norman said, grinning.

 

"She was once flat chested scientist Nina Dowd," Lex said.  "Upon touching a piece of Apokaliptian technology, which the three brats I mentioned promptly absconded with, she was encased in a crystalline cocoon.  Upon emerging in that form, she declared herself to be the Mighty Endowed, and that she wanted to conquer the world.  She was not done changing yet, however, as her breasts continued to grow to the point where she became too top heavy to stand up on her own." 

 

Norman literally collapsed with laughter.  "NINA FUCKING DOWD!  The Mighty N.Dowd!  HAHAHAHAHAHA!" he cackled.

 

Lex chuckled.  "She does have a superpower, though," he said.

 

Norman took a moment to compose himself.  "Oh?  What's that?" 

 

"Her breasts can radiate a mind-controlling light," Lex said.  "She used it to mind control two DEO troopers into carrying her.  However, she fell over once they were knocked out, and she was put into a power-nullifying bra."

 

Norman laughed again.  Once he calmed down, he said, "Okay... Okay, I'm good.  What's your idea for her?"

 

Lex sipped his wine.  "For one thing, boosting her strength, balance, and agility so she can actually stand up," he said.  "Her hypnotic powers are rather potent, but..." He shook his head.  "The 'flashing' is too damn silly.  I'm thinking of modifying it to pheremone control, similar to the Purple Man." 

 

"With immunity for us of course," Norman said.  "As much as I hate to admit it, I don't have Doctor Doom's willpower."  

 

Lex frowned.  "Doom frightens me... Especially now that he's trying to be good..." he muttered.  "But yes.  Pheremone protection for us.  In addition, I had another idea - making the Mighty Endowed condition contageous.  It won't overwrite powers, but they'll gain Ms. Dowd's powerset in addition to their own." 

 

Norman looked thoughtful.  "Let's make her capable of controlling any new Mighty Endoweds she creates," he said.  "Should it work on both males and females?" 

 

Lex nodded.  "Good idea.  And yes," he said.  

 

Norman nodded.  "Control measures... perhaps make it so we can deactivate her powers on a whim?" 

 

Lex nodded.  "Another good idea." 

 

The two geniuses talked for a few more moments, and went to work.
