If a full psychic with those kinds of powers wanted, they could make a person see or believe almost anything, and take complete control of their bodies with a few commands and suggestions. All Billy had going for him was an ability to make people hate or dislike whatever he wanted them to hate or dislike, with all consequences left at the mercy of the target. Billy couldn't even do it by thinking about the person, he had to see them.
